Why go to Penglai Pavilion and Water City
Penglai Pavilion, first built in 1061 on Danya Hill above the sea, ranks among China's Four Great Towers and is tied to the legend of the Eight Immortals. Below it, the Ming Penglai Water City, begun in 1376 as a coastal defence base, keeps its sea gate, harbour and walls, with the Ancient Ships Museum and the Qi Jiguang Memorial Hall inside. Together they make an easy, scenic coastal day trip from Yantai.
The story
Legend says the Eight Immortals got tipsy here and then crossed the sea, each using a different magic tool, which is the origin of the saying that each of the eight 'shows his own power'. The Ming general Qi Jiguang, born in Penglai, is remembered for fighting coastal pirates; the Water City served as a naval base in that era.
What to see at Penglai Pavilion and Water City
- Penglai Pavilion 蓬莱阁: The main pavilion on Danya Hill is the best viewpoint over the old town and the sea, and is said to overlook the line where the Yellow Sea meets the Bohai Sea.
- Temple courtyards on Danya Hill Tianhou Palace, Dragon King Palace, Lüzu Hall, Sanqing Hall and Mituo Temple form the pavilion complex around the tower.
A Ming naval base begun in 1376 with a harbour basin known as the 'Little Sea', walls, a sea gate on the north side and a wave-breaking platform.
Shows four Yuan and Ming ships, Chinese and foreign, unearthed at Penglai, with displays on ancient shipbuilding.
Honours the Ming general, born in Penglai, who fought coastal pirates; a memorial archway to him stands in the Water City.
A local history museum beside the west gate of the scenic area; it is closed on Mondays.
How to visit Penglai Pavilion and Water City
Many visitors do the flat Water City and its two museums first, then climb Danya Hill to the pavilion and its temple courtyards. Allow about half a day for the core area, or a full day if you add Dengzhou Museum and the two parks to the east. Early mornings are quieter and better for photographs of the sea.
How to get to Penglai Pavilion and Water City
High-speed trains from Yantai reach Penglai in about 30–45 minutes; check which Penglai station your ticket uses (Penglai City station opened in 2024), then take a taxi of roughly 15 minutes to the seafront. By road it is about 65 km west-north-west of central Yantai.
Where to stay
Stay in Penglai town for an early start at the pavilion, or in Yantai if you want more choice and plan to make a day trip. Penglai is also the gateway to Changdao.
What to eat
A local noodle soup with a long-simmered broth and seafood toppings, a Penglai breakfast favourite.
Dumplings stuffed with mackerel, a seaside speciality across the Shandong coast.
Tips for visiting Penglai Pavilion and Water City
- Bring your passport; the Water City museums are open daily, but Dengzhou Museum beside the west gate is closed on Mondays (NCHA 2025).
- Mirages at sea are said to appear every few years after heavy rain, but do not plan around seeing one.
- Sanxian Mountain and the Eight Immortals Crossing the Sea park are a few kilometres east and run separately, so budget extra time and transport if you want them.
